Can anyone provide some suggestions on how to describe and list out specs for a Video Toaster complete system? I need to put a bid package together in order to obtain quotes and to then purchase a unit.

Find a reputable dealer. They've done all the trial and error of what works and what doesn't.
What area are you from?
NewTek has a list somewhere of recommended components too. Make note that this will change slightly with Toaster 3.

Give Blaine a call at Video Hardware Systems..... they're located in tax-free New Hampshire, so they're close - just up 93.
They know their Toaster stuff, too - one of the best !!!

Yes, they are ONE of the best on the East Coast. But Lisa and Eric at istudiosTV.com and Curtis, Dan and Dave at toaster.tv are the West Coast Toaster specialists.;)
Ditto on calling Blaine @VideoHardware. Figure out what you are going to do: edit, live switch, animate, how long projects are gonna be etc. I'm also from CT. I called several long time Newtek dealers accros the country after my amazing longtime Connecticut dealer, Nick Rhall retired. I called Blaine & he understand what I wanted to do & modified his preconfigured sytems to meet my needs. I also called several other long time newtek dealers. I went with Blaine because I noticed he was answering other dealers' questions on the forums, he had as good a price as the box houses & promised better service. Since then his promise of better service has been delivered over & over. In the last year Blaine & Chris staff have spent many, many hours with me on the phone to repair problems, some self inflicted. I've never met them, my system was shipped to me w/ a starter video made showing my sytem & how to get started on it. If you are near Hartford & wanna see what they built com'on over.
